Chapter I: Fundamentals
Every individual employed in Military Intelligence Department 5, beholds the 10 basic Human Rights of The Universal Declaration of Human Rights (UHDR)
I.2 - Consecutive capital letters (caps) is forbidden, however the exceptions are abbreviations. E.g. “LMAO, LOL, MI5” etc.
I.3 - White chat should be used within the Thames House (Main Base) among everyone, excluding Chief+ ranked
members. Colored chat is permitted only if Foundation has given special permission for it or if you are conducting a training session.
I.4 - MI5 is an english-speaking agency, therefore all members should speak English on all premises of MI5. However, you may communicate in your own language through whisper.
I.5 - No dancing and/or effects are allowed on MI5 premises (Thames House, Training rooms, etc.) - only when a special permission is given by 1iC+. Light saber effect is an exclusion
I.6 - Working somewhere besides MI5 (Double jobbing) is considered as ‘Treason’ [refer to Criminal Code]. Creating unauthorized alternative accounts in MI5 is inclusive.
I.7 - Nobody is allowed to promote/demote themselves. Only a division higher member is able to promote/demote you. This includes refusal of promotions/demotions.
I.8 - Asking for privileges such as: promotions, room rights, administration of any kind or donations is forbidden
I.9 - Personnel with privileges are not allowed to abuse these powers for their own or others good.
I.10 - Habbo Way has to be followed all times by every MI5 personnel.
I.11 - Talking back to a higher ranked member, during ‘Dress!’ or ‘All Hands Raise!’ commands is prohibited.
I.12 - Sitting on the floor within the Thames House is prohibited. Every station has seating. If found sitting on floor you will receive a verbal warning and be bounced to afk row.
I.13 - During general meetings everyone should show respect to the speaker by remaining silent during speech. Only exception is when New Departments Members, Promotion Or Awards are given. You may congratulate the person then.
I.14 - Highest elective in general meeting will be hosting the meeting. This person has right to mute or kick people out of the meeting if they are acting disrespectful or if they are breaking rules after being warned.
I.15 - Only electives should be allowed in the meeting badge. (Exception to this rule is that of the speaker is non-elective and has permission from host to speak)
I.16 - Every member of MI5 and our visitors need to respect each others. Causing excessive drama or arguments is not allowed.
I.17 - Account Sharing is strictly prohibited in MI5. If found violating this rule, you will be terminated instantly.
- Everyone is born free and equal in dignity and rights
- Everyone is entitled to all the rights and freedoms set forth, without distinction of any kind (race, religion, sexual orientation, nationality, ethnicity)
- All are equal before the Law and are entitled without any discrimination to equal protection of the Law.
- No one shall be subjected to arbitrary arrest, detention or exile.
- No one shall be subjected to arbitrary interference with their privacy or attacks upon their honour.
- Everyone charged with a penal offence has the right to be presumed innocent until proven guilty
- Everyone has the right to work, to free choice of employment, to just and favorable conditions of work
- Everyone has the right to rest and leisure
- Everyone has the right to education
- Everyone has the right to take part in the government (Elective ranks)

Chapter II: Appearance Conduct
II.1 - Every employee, are entitled to wear their respective Division Badge or Department Badge, while in base.
II.2 - Badges worn in base must be owned either by MI5_RC or Piksuchi.
II.3 - Face should not be totally covered, please see picture A to reference what hairstyles can be worn with glasses, hats or masks
II.4 - Uniform should always remain formal. Even for electives that do not have strict uniform given. Refer to Uniform Guide for more information.
II.2 - Badges worn in base must be owned either by MI5_RC or Piksuchi.

Chapter III: Commands

Dismiss! - Resume your work after the ‘Dress!’ or ‘All Hands Raise!’
All Hands Raise! - Everyone (even people in common area) must raise from their seats and drop any items they might be holding (disable lightsaber effect).
Front - Front Desks
Guard - a.k.a. “Security Station” (for Safety+ members)
AFK - “Away From Keyboard”, fill the AFK seats
Dismiss! - Resume your work after the ‘Dress!’ or ‘All Hands Raise!’

Chapter IV: Pay Regulations
IV.1 - Paylines are every day 9am, 4pm & 11pm (GMT)
IV.2 - If any personnel is found cutting payline after several warnings, their pay may be voided.
IV.3 - After payline is over, and payer will call “Pay over”. You are required to remain in base for 30 minutes. If you leave before 30 minutes is up you will end up getting pay banned for next day.
IV.4 - If you need to leave the base early for urgent matters, do seek permission from the payer that has paid you.
IV.5 - Everyone should keep track of their time by themselves and not ask a payer if 30 minutes has passed. Payers will not be held responsible for pay banned being instated if you leave.
IV.6 - Personnel that have been paid may Proceed to training rooms, as payer will observe those rooms too.
IV.7 - Payer can void giving pay to personnel if their behavior is against Constitution.
IV.8 - No one should line up for pay before “Payline” is called.
IV.9 - Only payers are allowed to form paylines.
IV.10 - Payers will pay in training rooms too, so if you are in training when payline starts do not abduct the training session. Payers will visit training rooms too.
IV.11 - If you are pay limited, you can ask payer reason after payline is over. Do not clog up payline by asking reason in line.

Chapter V: AWOL & On leave
“Everyone has the right to rest and leisure”
V.1 - Members are allowed to be away from Habbo for 14 days without going On Leave. When they hit 15 days away from Habbo without On Leave they are marked AWOL.
V.2 - Elective members can be away from Habbo for 7 days without going On Leave. When they hit 8 days they are marked AWOL.
V.3 - Leaves must be requested at least 24 hours before going on leave.
V.4 - Members are allowed to have as many leaves as they want, but the leaves can’t be over 183 days consecutively.
V.5 - Electives may only have 90 on leave days within a year.
V.6 - During leaves member has to have “OL” in their motto and have the 'leave badge' accepted.
V.7 - Leaves are accepted by PSD Command. Elective leaves are accepted by DPSD (Director of Personnel & Safety Department).
V.7.1 - Members that have gone AWOL and were in standard-instructor division may return with the same rank they were
V.7.2 - Members from Officer division to Intelligence board may return with 1 division demotion.
V.7.3 - Electives may return back to Intelligence board.
V.7.4 - 3rd reinstatement is not made for standard-instructor divisions.

VI.3 - Our special visitors are not allowed to man any station and are not allowed to enter conference room, training rooms or other rooms (excludes VIP exterior room)
VI.4 - MI5 personnel are not allowed to enter VIP exterior room or VIP area. (excluding electives). MI5 personnel are also not allowed to purchase SV/VIP privileges for themselves.
VI.5 - If any rules or conditions are broken by our special visitor, MI5 has the rights to remove the access from that individual without refunding the price they have paid.
VI.2 - VIP or Special visitor badge should be worn while visiting MI5 premises.
VI.3 - Our special visitors are not allowed to man any station and are not allowed to enter conference room, training rooms or other rooms (excludes VIP exterior room)
VI.4 - MI5 personnel are not allowed to enter VIP exterior room or VIP area. (excluding electives). MI5 personnel are also not allowed to purchase SV/VIP privileges for themselves.
VI.5 - If any rules or conditions are broken by our special visitor, MI5 has the rights to remove the access from that individual without refunding the price they have paid.
Chapter VII: Retirement / Resigning
VII.1 - Any MI5 personnel that has been working for over 1 year are allowed to retire and they are then granted few privileges:
- Access to VIP zone, VIP exterior and base
- Access to Discord servers public channels
- If personnel is elective they have to contact member of Foundation or their representatives to retire.
- if they are elective when they retired, they will receive the same rank as when they left (if the position is vacant). if they return after 6 months they will receive 1 division demotion.
- If resigned non-elective personnel wants to return MI5 afterwards, they need to be re-recruited.
- If resigned elective personnel wants to return MI5 afterwards, they will receive 2 division demotion.
Chapter VIII: Departments
There are currently 4 Full Departments and 4 Special Departments:
Full Departments:
~ To apply to any of the Full Departments, you must be at least Officers Division (OD) or higher
~ You must not have any active Criminal Conviction under your username
~ You may only be part of the PSD OR FAD
~ You may join multiple Department Divisions however, you will require permission to be in both PSD and FAD.
~ Only 3iC+ members are allowed to join all 4 Full Departments.
~ 1iC are to be part of PSD. They will still go under PSD trainee program.
Special Departments(SD):
~ To Apply to into the Special Departments(SD) you need to be at least Internal Affairs Division(IAD) or higher.
~ No active Criminal Conviction under your Username & trusted in MI5
~ At least 2 months in MI5
Full Departments:
- Entertainment Department (ED)
- Personnel & Safety Department (PSD)
- Foreign Affairs Department (FAD)
- International Justice Department (IJD)
~ To apply to any of the Full Departments, you must be at least Officers Division (OD) or higher
~ You must not have any active Criminal Conviction under your username
~ You may only be part of the PSD OR FAD
~ You may join multiple Department Divisions however, you will require permission to be in both PSD and FAD.
~ Only 3iC+ members are allowed to join all 4 Full Departments.
~ 1iC are to be part of PSD. They will still go under PSD trainee program.
Special Departments(SD):
- Finance Management SD
- Payer SD
- Rank Seller SD
~ To Apply to into the Special Departments(SD) you need to be at least Internal Affairs Division(IAD) or higher.
~ No active Criminal Conviction under your Username & trusted in MI5
~ At least 2 months in MI5
Chapter IX: Elective Obligations
IX.1 - For members, holding a rank Chief Leadership and higher (Trial Lord/Common) 3iC+, a set of monthly obligations exists.
IX.2 - Chief Leadership members & Trial Parliament (3iC) are expected to complete at least 2 requirements.
IX.3 - Surveillance members, Parliament and above (2iC+) are expected to complete at least 3 requirements
Refer to Elective Code for more information about iC Divisions and their duties.
- Promote at least 10 individuals
- Instruct at least 5 trainees
- Conduct at least 3 transfers (if PSD member)
- Complete 4 Rank Sales (if Rank Seller)
- Host at least 1 Seminar (available for 2iC+ members)
IX.2 - Chief Leadership members & Trial Parliament (3iC) are expected to complete at least 2 requirements.
IX.3 - Surveillance members, Parliament and above (2iC+) are expected to complete at least 3 requirements

X.2 - All discussions made in any MI5 Personnel’s communication platforms are to be held as classified and not to be leaked to outside parties.
X.3 - All department discussions are not be leaked out to other parties that are not part of the department
X.4 - MI5 matters should not be discussed outside of the MI5’s official communication platforms
X.5 - All content sent in the said platforms must be appropriate for ALL-ages of audience!
X.6 - Every employee, Safety and above should be present in official MI5 Discord Server; Instructors and above should be granted access to MI5 Panel.
X.7 - Any Platform Administrator holds the right to kick/deactivate your account, on grounds of termination or disciplinary.

Chapter XI: Transfer policy
XI.1 - Members of PSD (Personnel & Safety Department) are the only people in MI5 that may transfer people in to the agency
XI.2 - People that seeks to transfer must fill the following requirements:

- Must not come from an allied workplace (they must properly resign from them first)
- Agency they are coming from has to have good reputation and not be affiliated with mafias
- Instant transfers are done immediately. Where transferee will receive their final rank according to their current position in their last agency (must have motto and badges)
- Interview transfers are long term transfers where it can take up to 2 weeks before transferee receives their final rank. Through this, the transferee will be interviewed with questions based on previous agency/military experience and other details. They will then receive Probationary status in the offered division. After 2 weeks they will receive their final rank from PSD Command if they are accepted.
